Johnson County Empowerment/Early Childhood Iowa Area (JCE/ECIA)
We are the local Early Childhood Iowa (formerly known as Empowerment) Area. We represent a collaborative group that includes citizen board members and community agency partners. The local area receives state funding to address the needs of children and families from prenatal through age 5 years. Specific funding decisions are made by the citizen board and those decisions are driven by the Community Plan.
State Empowerment/Early Childhood Iowa Overview
The Iowa Community Empowerment Initiative was established by legislation during the 1998 Iowa legislative session in an effort to create a partnership between communities and state government with an initial emphasis to improve the well being of families with young children. In 2010 the name was changed to Early Childhood Iowa.
Community Empowerment Purpose
The purpose of creating the community empowerment initiative is to empower individuals and their communities to achieve desired results for improving the quality of life for children 0-5 and their families.
The role of the Early Childhood Iowa board and the State is to support and facilitate growth of community responsibility.
